Quick Answer

A council tax account online is a secure login run by your local council, not HMRC. To set one up, find your council by postcode, open its council tax page, and register using the account or reference number on your bill and your name exactly as it appears there. Once in, you can view bills, pay, set up Direct Debit and apply for discounts.

Every council in England, Wales and Scotland runs its own system, so there is no single national login. That is why searching for a council tax account online often leads to a confusing mix of council pages, each with different steps and different names for the same thing.

This guide works whichever council you are with. It covers what you need before you start, a step-by-step set-up, the sign-in problems people hit most often, and how landlords and home workers should use the account. Every rule links to GOV.UK or the relevant council guidance.

In short
  • Your council, not HMRC, holds your council tax record.
  • You need the account number from a bill before you can register.
  • Most problems come from a name or number that does not match the bill.

What Is a Council Tax Account Online?

It is your council’s self-service area for council tax. Councils call it different things, such as “My Account”, “Council Tax Online” or a named portal, but they all do the same job: they show the bill linked to your address and let you manage it without phoning.

Run by your council, not HMRC

Council tax is a local tax. Your HMRC personal tax account or Government Gateway login will not show it, and HMRC cannot change it. Your property’s band is set by the Valuation Office Agency (or the Scottish Assessors in Scotland), and you can check your council tax band on GOV.UK. Everything else, from the bill to discounts, sits with the council.

What you can do online, and what may still need a call

Usually online Often needs a form, call or evidence
View and download bills and statements Disputes about who is liable
Pay a bill or set up Direct Debit Exemptions that need proof, such as care home stays
Switch to paperless e-billing Arrears after a summons or liability order
Apply for single person discount Band appeals (made to the VOA, not the council)
Report a move in or out Complex landlord or HMO cases

The exact list varies between councils, so check yours once you sign in.

Which Council Is Yours?

Before you can open a council tax account online, you need the right council. You pay council tax to the council that collects it for your address, which is not always the one in your postal town. In two-tier areas, the district or borough council collects the bill, even though the county council gets a share. Enter your postcode in GOV.UK’s find your local council tool to get the right one.

Wales and Scotland also use council tax, with their own band rules. Northern Ireland is different: it has domestic rates instead of council tax, so there is no council tax account to set up there.

How to Set Up a Council Tax Account Online: Step by Step

What you need before you start

  • A recent council tax bill or reminder for the property.
  • The council tax account number, sometimes called the reference or payment reference.
  • The name of the person the bill is addressed to, spelled exactly as printed.
  • The property postcode and an email address you check.
  • Possibly extra security details. Brent Council, for example, asks for two of: postcode, the last three digits of your phone or bank account number.

The steps

  1. Find your council using the GOV.UK postcode tool.
  2. Go to its council tax section and look for “My Account”, “Council Tax Online” or “Register”.
  3. Create a general council login with your email and a password, if the council uses one account for all services.
  4. Link your council tax record by entering the account number and name from your bill.
  5. Pass the security check, which may be an activation code sent by post or email.
  6. Check the details shown: address, band, names and balance.
  7. Choose your settings, such as e-billing and payment method.

Some councils link the record to your council tax account online instantly. Others post an activation code, which can take several working days, so do not leave set-up until a payment is due.

Finding your council tax reference number

The number is near the top of your bill, usually labelled “account number” or “reference”. It is not your National Insurance number or UTR. Our guide to UK tax and account reference numbers explains how the different numbers fit together. If you have just moved and have no bill yet, register the move with the council first and the number will follow.

Signing In and Going Paperless

After set-up, you sign in with your email and password. Most councils then offer e-billing, so annual bills and changes arrive by email or appear in the portal rather than in the post. Medway Council, for instance, lets residents view, download and print bills and switch to e-billing from the same account.

If you go paperless, download each annual bill and keep it with your household records. Mortgage lenders, letting agents and benefit claims sometimes ask for a recent council tax bill as proof of address.

Eternity Tip: Use the same email for your council tax account online as for your other household accounts, and save the council’s portal address as a bookmark. Fake sites often appear high in search results for council tax logins.

Council Tax Account Online Not Working? Common Problems and Fixes

Most registration failures come down to a mismatch between what you type and what the council holds. Work through this table before calling.

Problem Likely cause What to do
No bill yet You have just moved in Report the move to the council, then register once the bill arrives
Account number not recognised Typo, old account, or a payment reference with extra digits Copy the number exactly from your latest bill
Name does not match Initials, middle name or a joint bill Use the first name exactly as printed
Security check fails Phone or bank details not on the council’s record Contact the council tax team to update them
Locked out Too many wrong attempts Wait for the lock to lift or use “forgotten password”
Bill is in the landlord’s name HMO or all-inclusive rent Only the liable person can register for that bill

Paying Through Your Account

Your council tax account online shows the instalment plan, what you have paid and what is due next. In England, bills are normally spread over 10 monthly instalments from April to January, and councils will usually spread them over 12 if you ask. Richmond Council, for example, explains how to switch to 12 instalments.

That is changing. In April 2026 the government announced it will move to 12-month billing by default and give households longer to catch up on a missed payment, with the administrative changes expected from 2027. Until then, the current rules apply.

Do not ignore a missed payment. Under today’s rules, one missed instalment can lead to a reminder and, if not paid, the loss of the right to pay in instalments. If money is tight, ask the council about a payment plan straight away.

Discounts and Exemptions You Can Claim Online

  • Single person discount: 25% off if you are the only adult who lives in the property as their main home.
  • Disregard discount: also 25% if every other adult is “disregarded”, such as a full-time student. Cambridge City Council lists the groups of people who are disregarded.
  • Student exemption: a home occupied only by full-time students is usually exempt altogether.
  • Council Tax Reduction: help for people on a low income, which you can apply for through your council.

Not every council offers every discount through its council tax account online; some still use a separate form. Tell the council promptly if your circumstances change. Keeping a single person discount after someone moves in can lead to a backdated bill and a penalty.

Landlords, Second Homes and Empty Properties

For most rentals, the tenant pays council tax and holds the council tax account online. The landlord usually becomes liable for a house in multiple occupation (HMO), when the property is empty, or between tenancies. Telling the council the exact tenancy start and end dates is the landlord’s best protection against bills in the wrong name.

In England, councils can charge extra on homes left empty and on second homes. St Helens Council, for example, applies long-term empty property premium changes from 1 April 2024 and second-home premiums from 1 April 2025. Under these powers, a home empty and unfurnished for more than 12 months can carry a 100% premium. Each council decides whether to charge, so check your own council’s policy before leaving a property empty.

Council tax is separate from the income tax due on rent. If you let rooms or whole properties, our accountants for landlords can handle the tax side.

Working From Home: Council Tax or Business Rates?

Most people who work from home pay council tax only. GOV.UK explains that business rates usually apply only in specific situations, for example if part of the property has been converted for business use, customers visit, or staff work there. If in doubt, ask the Valuation Office Agency rather than guessing.

From the accountant’s desk

Landlords and sole traders ask me about council tax far more than they expect to. Two habits save the most trouble: keep every bill, and update the council within days of a tenancy change or a move. The online account makes both quick, so set it up for every property you are responsible for. — Shamayun Chowdhury

Spotting Council Tax Scams

Fraudsters send texts and emails offering council tax refunds or threatening enforcement, with links to fake login pages. Your council will not ask for card details through a link in a text. Sign in only through the address you reached from GOV.UK, and report suspicious messages on GOV.UK.

Frequently Asked Questions

Do I need a council tax account online to pay my bill?

No. You can still pay by Direct Debit, bank transfer, phone or at a PayPoint, but the account makes it easier to check balances and change details.

Can I see my council tax bill online?

Yes, once you have registered with your council. Most councils let you view, download and print current and past bills from the account.

Is my council tax account the same as my HMRC account?

No. Council tax is managed by your local council. Your HMRC personal tax account does not show council tax bills or payments.

How long does it take to get a council tax reference number?

It is issued with your first bill after you tell the council you have moved in. Timing varies by council, often a few weeks.

Can I manage council tax for a rental property online?

Yes, if you are the person liable, such as the landlord of an HMO or an empty property. Many councils let you add more than one property to one login.

Can I change my Direct Debit date online?

Usually yes. Most councils offer a choice of payment dates in the account, although changes may take a month to apply.

Summary: Getting the Most From Your Council Tax Account Online

A council tax account online saves time once it is set up. Find your council by postcode, register with the exact details from your bill, and use the account to pay, go paperless and claim any discount you are due. Landlords should set one up for every property they are liable for and keep it updated at each tenancy change.

How we checked this guide: council tax rules were checked against GOV.UK pages on bands, Council Tax Reduction and business rates at home; registration steps and features against several councils’ own online account guidance; and the 12-month billing change against the government’s April 2026 announcement. Council processes vary, so always follow your own council’s instructions. This guide is general information, not advice for your circumstances.
